Introduction to Nigeria SONCAP Certification

The Standards Organization of Nigeria Conformity Assessment Program (SONCAP) is the process of assessing the conformity of products imported into Nigeria with the Nigerian Industrial Standards (NIS) or approved standards and technical regulations before shipment. SONCAP was introduced by the Federal Government of Nigeria in 2005 to address the influx of substandard and unsafe imported products into the Nigerian market.

Under the SONCAP program, products imported into Nigeria must undergo testing and certification in the exporting country. Upon completion of testing and certification, if the products meet the applicable standards and regulations, a SONCAP Certificate (SC) will be issued to the exporter, indicating product compliance. If the quality standards are not met, a Non-Conformity Report (NCR) will be issued.

The assessment conducted under SONCAP includes, but is not limited to, pre-shipment physical inspections, sampling, testing, and analysis of products in accredited laboratories, audits of production processes and systems, material review, and comprehensive compliance assessment.

For products that require SONCAP assessment, SON has defined three assessment methods based on product type, health, safety, and environmental risks and impacts:

Method A: Unregistered/Unlicensed Products (Confirmation of Compliance)

Method B: Registered Products (Registration and Compliance Inspection)

Method C: Licensed Products (Product Certification System)

Except for food, drugs, non-medical devices, qualified manufacturers' self-use chemical raw materials, military equipment, products banned by the Federal Government of Nigeria, and second-hand products (excluding automobiles), all other products imported into Nigeria fall within the scope of SONCAP assessment.

Documents Required for Nigeria SONCAP Certification

For PC, the required documents include application forms, testing reports, CNAS certificates, product photos, and ISO certificates for PC3, which can exempt factory inspection.

PC1 is valid for six months and can only be used once within the validity period. PC2 and PC3 are valid for one year and can be used multiple times within the validity period.

Nigeria Import Tariffs

The country's tariffs are determined by the ECOWAS 2015 – 2019 Common External Tariff (CET). The tariff has five bands: 0% duty on capital goods and essential drugs, 5% duty on raw materials, 10% on intermediate goods, 20% on finished goods and 35% on imports into strategic sectors.
