Introduction to Iraq COC Certification

According to Chapter 3, Article 8 of Iraqi Law No. 54, the Central Organization for Standardization and Quality Control in Iraq (COSQC) implements the Import Inspection, Testing, and Certification Program (ICIGI) to limit the importation of non-standard, counterfeit, and substandard products into Iraq, thereby protecting its domestic consumers, manufacturers, environment, and public safety. The Central Organization for Standardization and Quality Control in Iraq (COSQC) has implemented the Import Inspection, Testing, and Certification Program (ICIGI) for goods exported to Iraq. This program began on May 1, 2011. All products within the scope of the Import Inspection, Testing, and Certification Program (ICIGI) in Iraq must be accompanied by a Certificate of Conformity (CoC) or Release Note for customs clearance in Iraq.

Iraq COC Controlled Products:

Toys: Children's toys, crayons, watercolors, and modeling clay, etc.

Electrical and Electronic Products: Household appliances and electronic products, accessories for household appliances (switches, plugs, sockets, adapters, extension cords, etc.); batteries (lead-acid batteries, dry batteries); household lamps (fluorescent lamps, tungsten lamps, energy-saving lamps); wires and cables (PVC insulated cables with rated voltage of 450V/750V, cables with rated voltage of 600, 1000V); household lamp machine accessories (starters, ballasts); household heating elements and electric storage water heaters; telephone cables; evaporative air coolers and their electronic accessories (motors, pumps), etc.

Vehicles, Tires, and Spare Parts: Vehicles and their spare parts, automotive safety glass, tires and tire tubes for different vehicles such as cars, trucks, trailers, buses, bicycles, motorcycles, etc.

Construction Materials: Cement; galvanized sheet; aluminum alloy column wire - pipes, bars, profiles for general engineering; carbon steel bars for reinforced concrete; structural steel; welded steel pipes for reinforcement and concrete; galvanized carbon steel and ductile iron pipes and fittings; bricks for construction; faucets and valves (water taps, stop valves for public service, mixing valves); plastic pipes, fittings, components, and joints, etc.

Food Products

Cosmetic Products: All types of cosmetics; toothpaste, tooth powder, shaving cream, and foam; household laundry powder (high-foaming, automatic machine use); household liquid detergents and cleaning pastes; soaps, baby soaps, liquid soaps; air fresheners (all types); baby diapers and adult diapers; sanitary napkins; tissues (including kitchen towels, wet wipes, scented tissues, and toilet paper); toothbrushes; fabric softeners; carpets, floors, ovens, glass vacuum cleaners; toilet cleaners; sodium hypochlorite solution; calcium hypochlorite and lime; disposable razor blades; pipe cleaners - alkaline, etc.

Household Hardware: Safety matches; plastic and rubber erasers; pencils; wooden colored pencils, pencil sharpeners; hoses.

Kitchenware: Paper cups, paper plates, and paper straws; disposable plastic cups, plates, and containers; plastic straws; plastic tabletop utensils and cutlery, aluminum tableware; stainless steel tableware and silver-plated tableware; aluminum foil food containers; aluminum foil packaging paper for food and medicine; metal food containers; metal pots, kettles, teapots, and sewing tools (coated and uncoated); ceramic tableware; plastic containers for food raw materials, etc.

Chemicals: Fuel for oil paintings (all types); automotive paints, putties, polishes, cleaners; diluents; epoxy lining paint for water trucks; emulsion paints (acrylic and PVA), plastic paints, etc.

Textile and Footwear: Shoes and slippers; socks; underwear; bedding (blankets, bedspreads, sheets); pillow cores, etc.

Iraq COC Certification Process

Technical Notes for Iraq COC Certification:

Voltage in Iraq can be marked as a range, such as: 100V-240V, 220V-230V, etc., all of which are acceptable; similarly, frequency can be marked as: 50HZ/60HZ, 50HZ-60HZ, etc. Only marking 60HZ alone is not acceptable.

Product testing reports: Products that already have testing reports do not need to be retested, except for individual products that require on-site sampling testing.

Completed CoC application form: Blank application forms are provided by the handling organization.

For payments made via letter of credit, a copy of the L/C is also required.

Upon approval of the above documents, an inspection will be arranged, and upon passing the inspection, a CoC certificate will be issued.

Fees, Prices, and Timeline for Iraq COC Certification

The fees for Iraq COC certification typically include certificate fees, inspection fees, testing fees, retesting fees, etc.

With complete documentation, inspection can be completed in approximately 3 days to draft a certificate. After confirmation of the draft certificate, the formal certificate can be issued.

Iraq Import Tariffs

In 2019, Iraq began imposing import tariffs based on the Harmonized Classification System ranging from zero to 30 percent.  For many products, importers have been subject to a uniform tariff of only 5 percent, which covered everything except food, medicine, books, clothing and products related to humanitarian assistance or Iraq’s reconstruction.

Under the federal Investment Law, any projects initiated through the National Investment Commission (NIC), or established in a Free Zone, will be exempt from this tariff for a period of time, as determined by import classification.
