Export Mozambique CoC Certification Process: Price, Fees, and Duration

Exporters/importers trading with Mozambique need to comply with the requirements of the Mozambique Conformity Assessment Programme (CAP) implemented by the Mozambican government through the National Institute of Standards and Quality Research (INNOQ, IP).

Failure to comply may result in significant delays in customs clearance, penalties, or even the return of goods.

Key requirements of the Mozambique CAP include:

Each batch of imported goods containing regulated products must be accompanied by a Certificate of Conformity (CoC), which can only be issued by authorized institutions and must be obtained before shipment.

The Mozambique Tax Authority will soon release a notice mandating the requirement for CoCs during customs clearance, pursuant to Ministerial Diploma No. 98/2023 dated July 14th.

CoC certificates confirm that products comply with relevant technical regulations and approved standards in Mozambique.

Regulated products may undergo pre-shipment inspections in the exporting country before being allowed entry into Mozambique. Goods listed on the regulated inventory must comply with these requirements and must be accompanied by a Documento Único de Carga (DUC) certificate.

Process for Mozambique CoC Certification:

Buyer Notification - Your buyer provides detailed purchase plans to the certifying body.

Information Provision - Verified purchase plans serve as the basis for inspection.

Loading Inspection - Goods in all packaging or containers need to undergo inspection and sealing.

Price Verification - The institution provides customs tariff numbers and gives clearance value advice.

Preparation of Importer Certificate - Your importer obtains the importer certificate.

Customs Clearance - Importers proceed with customs clearance.

Pre-Shipment Inspection (PSI) for Exporting Used Vehicles to Mozambique:

According to Ministerial Declaration 244/2011, every used vehicle imported into Mozambique must undergo mandatory pre-shipment inspection (PSI) – a physical inspection conducted in the country of origin before the vehicle is shipped to Mozambique.

Exporters are now required to pay a inspection fee of $265 USD plus value-added tax/sales tax (or equivalent) for each vehicle.

If a vehicle arrives in Mozambique without inspection, it will be unable to clear customs and will need to undergo inspection at the destination. Destination Inspection (DI) will be carried out at the customs clearance point, and the full cost of pre-shipment inspection will be borne. Additionally, customs will impose a fine of 10% on the CIF price determined by the certifying body.

Mozambique Import Tariffs
