Exporting to the Republic of Congo: COC Certification Process, Fees, and Timeline

The Agency for Standardization and Quality in the Republic of Congo (ACONOQ) is the governing body for COC certification in the country.

On June 13th, the Ministry of Industrial Development and Promotion officially relaunched the Republic of Congo Conformity Assessment Program (PCEC).

The PCEC program became mandatory starting from July 4, 2023.

Introduction to COC Certification in the Republic of Congo

The Republic of Congo Standards and Quality Agency, ACONOQ, officially launched the Conformity Certification (COC)/PCEC program on May 1, 2022. This program imposes legal and technical regulatory requirements on controlled products entering the country. All products imported into the Republic of Congo require a COC certificate, which is a government-mandated certification and part of the compliance assessment program implemented before exporting products from the Republic of Congo.

Controlled Products for VOC Certification in the Republic of Congo

All products exported to the Republic of Congo are considered controlled products and must undergo VOC certification to obtain the COC certificate.

Review documents and arrange inspections based on product compliance.

COC Certification Routes in the Republic of Congo

Route A: For exporters with fewer shipments or sensitive products.

Route B: For exporters with more frequent shipments of non-sensitive local products.

Route C: For manufacturers, official distributors, and brand owners with frequent shipments, large volumes, and quality management systems in their production or manufacturing processes.

Controlled Products Requiring COC Certification in the Republic of Congo

Products requiring COC certification in the Republic of Congo include:

Hardware products, building materials, chemical products, petroleum products, machinery products.

Agricultural products, electronic and electrical products, daily necessities, textiles, food.

Maternity and baby products, toys, pharmaceuticals, second-hand products.

COC certification in the Republic of Congo covers almost all consumer goods, including all electronic and electrical products.

Important Notes

COC certificates are batch-specific, and a new application is required for each shipment.

Products exported to the Republic of Congo must meet the country's technical requirements.

Almost all electronic products and most consumer goods fall under the scope of COC control.

With all required documentation, the inspection can be completed in about 3 days, and a draft certificate can be issued. After confirmation of the draft certificate, the formal certificate can be issued.

DRC Import Tariffs

The DRC’s tariff customs structure (import duties) includes three rates as follows: 5 percent for equipment goods, rough raw materials, agricultural and veterinary supplies, and unassembled equipment; 10 percent for large consumed food items, industrial inputs, spare parts, items for social services such as for hospitals and disabled persons; and 20 percent for clothing, furniture, cigarettes and other finished products.  However, postage stamps, fiscal stamps, stamped papers (which have a face value), central bank notes, and titles are exempt from import duties in the DRC.  Exemptions are given to the following categories: imported goods for official usage of embassies, consulates, and international organizations; imported goods for personal usage of diplomatic agents, consular and international civil servants; and imported goods given as a donation or non-reimbursable subsidiary in the framework of bilateral and multilateral cooperation projects.
