Qualification Overview of Weapons and Equipment Military Secrecy Certification 

Weapons and Equipment Military Secrecy Certification refers to the systematic, independent, and objective examination, qualification evaluation, and documentation process conducted by the national (local) secrecy committee to determine whether units applying to undertake equipment research and production tasks continuously meet the requirements of the "Regulations on the Management of Secrecy Qualification Review and Certification".

1. Management Bodies:

   The National Military Secrecy Certification Committee is responsible for reviewing and approving applications for first-level secrecy qualification.

   Provincial (regional, municipal) Military Secrecy Certification Committees review and approve applications for second-level secrecy qualification in their respective regions.

2. Qualification Requirements:

   1） Enterprises registered and domiciled within the People's Republic of China as legal entities or public institutions.

   2) Projects or products involved in weapons and equipment research and production that deal with state secrets.

   3) No overseas (including Hong Kong, Macao, Taiwan) majority ownership or direct investment; indirect foreign investments and their ultimate controllers' contributions should not exceed 20%.

   4)Legal representatives, key executives, actual controllers, board members, senior management personnel, and personnel involved in or intended for confidential weapons and equipment research and production tasks must be Chinese nationals without overseas permanent residency or long-term residency permits, and must not have marital relationships with foreign nationals (including those from Hong Kong, Macao, Taiwan).

   5)Must have fixed research and production facilities and capabilities to undertake confidential weapons and equipment research and production tasks.

   6)Must have a sound secrecy system with dedicated personnel or institutions responsible for secrecy work, and facilities, equipment, and premises that meet national secrecy regulations and standards.

   7)The enterprise must have been registered for at least 3 years and have no incidents of leakage of secrets within the past year.

   8)No records of illegally acquiring or holding state secrets or other serious illegal activities.

4. Application Materials:

   1)Application for Secrecy Qualification of Weapons and Equipment Research and Production Units.

   2)Secrecy Level Recommendation Form.

   3)Business license or registration certificate for public institutions, organization code certificate (copy, now unified into one document).

   4)Articles of association.

   5) Financial audit report for the previous year.

   6)Property ownership certificate or lease contract for research and production premises (copy).

   7)Other materials as required by the National Military Secrecy Certification Committee.
