Introduction to the COC Certification Process in Qatar

The Qatar General Organization for Standardization and Metrology (QGOSM) implemented COC certification on April 1, 2012, to assess whether all regulated imported products comply with Qatari regulations.

The Certificate of Conformity (CoC) is a mandatory customs clearance document submitted by importers in Qatar for regulated goods. It confirms that regulated products comply with applicable Qatari or GSO standards or their international equivalents.

Product Scope of Qatar COC Certification

Exporters to Qatar need to be aware that Qatar has implemented strict regulations for the import and sale of automotive parts and tires, requiring compliance certificates. This has now expanded to electronic products. The following products are regulated under the first and second phases of the qualified scheme implemented in Qatar:

Vehicle spare parts (seat belts, wheels, rims, brake pads)

Electrical products

Toys

Cosmetics (shampoos, Henna, eyebrow/eyelash dyes, products containing keratin)

Perfume products

Non-weldable steel bars used in concrete

Aggregates, limestone, asphalt 60/70 used in road and concrete products, such as concrete block bricks, precast concrete paving blocks

Melamine tableware products

Food and beverage packaging made of plastic, paper, and foam

While vehicle tires are included in the program, a separate Certificate of Conformity (CoC) is not required, as Qatar Customs and QGOSM will accept Gulf Standardization Organization (GSO) certificates.

All products within this regulatory scope are considered regulated products, and before shipping such products to Qatar, the G-mark symbol and the manufacturer/exporter should hold relevant Gulf Type Examination Certificates.

Documents Required for Qatar COC Certification

a. Application Materials:

Packing list, commercial invoice

Product testing reports:

For electrical products: only IECEE CB test reports with testing certificates are accepted; for other products, only test reports from accredited laboratories are accepted

COC application form: Blank application forms are provided by the handling institution

Product photos, packaging photos, nameplate photos

b. Arrangement for Inspection:

Document review: It takes about 3 working days. After the review is completed, please confirm the inspection requirements with us to avoid unnecessary trouble during the inspection.

Inspection requirements: Generally, the outer packaging and products should have the following labels, and stickers can be used:

Confirmation of inspection time and location: Inspection will be conducted within a week after confirming the inspection requirements, and it will be carried out before loading without the need for supervision.

Note:

a. After completing the on-site inspection, the inspector should immediately fill out a detailed inspection report, which should include any issues found during the inspection and suggestions for rectification, and provide a copy to the exporter. Each discrepancy issue identified in the report should be immediately brought to the exporter's attention.

b. Completion of on-site inspection of products does not mean that the assessment process is complete. The conformity conclusion of the products will be made by the inspector after comprehensive evaluation of the on-site inspection report, test report, and relevant quality documents.

With complete documentation, inspection can be completed and a draft certificate can be issued in about 3 days. After confirming the draft certificate, the formal certificate can be issued.

In accordance with the GCC Customs Union, Qatar maintains a 5% tariff on a wide range of products. Basic food products such as wheat, flour, rice, feed grains and powdered milk are exempted from tariffs. The tariff on alcoholic beverages, tobacco products, pork, and pork products is 100%
