Somaliland requires pre-shipment inspection for all goods imported into the country. Our task includes conducting conformity assessment activities and issuing certificates of conformity for all regulated products exported to Somalia. To determine if your product requires conformity assessment, please contact us.

The main objective of this compliance verification program is to better protect consumers and importers from substandard, counterfeit, and potentially hazardous goods. Please note that as of April 16, 2022, every batch of goods shipped to Somaliland must be accompanied by a certificate of conformity.

List of Goods Exempt from Somaliland PSI

Gold/Gemstones/Artifacts/Scrap Metals

Explosives, weapons, ammunition, and other materials for the military and police

Live animals

Fresh or chilled fish, vegetables, and fruits (neither frozen nor deep-frozen)

Plants and flowers

Cinematographic films, exposed and developed

Current newspapers and periodicals, postal and fiscal stamps, stamped paper, banknotes, and cheques

Books, passports/used personal and household items/personal gifts/mail parcels

Crude oil/commercial samples/donations from foreign governments or international organizations to governments

Imports for diplomatic entities and UN organizations' own use.

Prohibited Imports

Counterfeit, misleading markings/narcotics, narcotics/weapons and war ammunition/pornographic publications

Asbestos and asbestos-containing products/counterfeit goods

Toxic waste

Food with insufficient shelf life.

Somaliland Compliance Certification Process

To assess the compliance of goods, the compliance verification process will follow one of three compliance routes, called "routes," depending on the exporter's situation:

Route A applies to exporters who do not ship frequently or sensitive products.

Route B applies to exporters who regularly ship non-sensitive homogeneous products.

Route C applies to manufacturers, official distributors, and brand owners who regularly and in large quantities ship to the Republic of Somaliland and apply a quality management system (QMS) in their production/manufacturing process.

Letter of credit (Letter of credit)

Other relevant quality documents (standards: EAS, ISO, IEC, EN, ECE, or food and drug standards)

Somaliland Import documents,

Certificate of incorporation provided by MOCI, which must have a license to import

Certificate of origin, mandatory for all imports

Original bill of lading

Bill of lading/airway bill, issued by the shipping company

Packing list that covers description of items imported

Import permit, applies to all restricted goods and may be issued in advance by sector regulatory agencies

A commercial invoice showing products and value

Phytosanitary certificate for agricultural produce or health certification

A tax certificate is required for registered companies

Insurance certificate

A pre-shipment inspection certificate has been introduced.

Somaliland Import Tariffs

Somalia uses the Harmonized System (HS) Customs Code to classify goods for tax purposes.  Unless imported goods qualify as aid or have prior approval for tax exemption, all imports are subjected to import duty at entry based on the Customs Tariff Schedule annexed to the Somali Customs Tariff Law of 2022.  It is important to get the latest updates on tariffs before importation.  Somalia currently has the lowest taxation in the region.  Value Added Tax (VAT) and other fees and charges may apply to specific consignments.  According to the recent Somali Customs law, import duty is assessed on the Cost Insurance Freight (CIF) value of the good.  VAT and other fees and charges are assessed on CIF + duty.
