Exporting to Mexico - COC Certification Processing Procedure, Fees, and Timeline

Introduction to Mexico COC Certification

To protect public health, safety, and the environment in Mexico, the Ministry of Economy of Mexico has implemented Pre-Import Verification of Conformity of Labels for all controlled goods imported into Mexico. Exporters/importers of designated products to the Mexican market must provide evidence of compliance with the relevant Norma Oficial Mexicana (NOM) standards.

Authorized COC agencies have the authority to conduct necessary label inspections to issue either a "Certificate of Conformity" or a "Compliance Report".

The scope of products includes but is not limited to:

Textiles and clothing

Toys

Natural and synthetic leather products and footwear

Electronics, electrical products, and household appliances

Products without specific label standards applicable

Food and non-alcoholic beverages

Pre-packaged perfumes and beauty products

Alcoholic beverages

Cocoa products and derivatives

Household cleaning products

Nov 5, 2023 — The IVA rate is 16 percent for all of Mexico. Basic products, such as food and drugs and some services, are exempt from the IVA.
